In fact, there is no legislation whatsoever in Europe concerning pets, apart from some rules for intra and extra States movements.<\/p>\n<p>The latter finds it difficult to arrive because <strong>pet animals have always been considered a topic relevant to the culture and traditions of each country<\/strong> and not a topic of economic and health relevance. This is why Brussels&#8217; response to millions of signatures and letters sent during the past asking to stop massacres like the Romanian one has always been: &#8220;This is not a matter for which we are competent&#8221;.<\/p>\n<p>The use of <strong>euthanasia<\/strong> (even if in Romania we should rather talk about killing) as a <strong>tool to contain the canine and feline population<\/strong> is unfortunately also widespread among other European countries like the UK, France, most regions of Spain, Estonia, Ireland and Belgium.<\/p>\n<p>We think that there has been an <strong>underestimation of the problem given the explosion of the puppy trade phenomena<\/strong> which has enormous consequences, while the <strong>stray dogs population<\/strong> itself (where it is endemic, as in Romania) potentially carries risks to public health that cannot be ignored by institutions, with <strong>significant social and sanitary costs<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" alignleft\" src=\"https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2014\/09\/EU_DCA_logo_colour.jpg\" alt=\"\" width=\"340\" height=\"126\" data-mce-fragment=\"1\" \/>\u200bFor a long time a <strong>patient lobbying work of many associations has pressed the Parliament and the European Commission to develop a legal framework<\/strong> with guidelines for member countries in order to guarantee greater protection for EU dogs and cats.<\/p>\n<p><strong>Finally on December the 16th, 2019, the Council of Europe <a href=\"https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2020\/03\/st14975-en19-2019.pdf\">published the conclusions of a long investigation<\/a> and asked the Commission to deliver a legislation that protects pet animals (among others) which have been excluded so far from all the Directives. Event at the European Parliament <\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-42902 alignleft\" src=\"https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2018\/12\/IMG_20181120_185747_1_resized_20181206_025249862-e1545304349851-293x300.jpg\" alt=\"\" width=\"293\" height=\"300\" srcset=\"https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2018\/12\/IMG_20181120_185747_1_resized_20181206_025249862-e1545304349851-293x300.jpg 293w, https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2018\/12\/IMG_20181120_185747_1_resized_20181206_025249862-e1545304349851-1001x1024.jpg 1001w, https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2018\/12\/IMG_20181120_185747_1_resized_20181206_025249862-e1545304349851-1080x1105.jpg 1080w, https:\/\/www.savethedogs.eu\/wp-content\/uploads\/2018\/12\/IMG_20181120_185747_1_resized_20181206_025249862-e1545304349851.jpg 1488w\" sizes=\"(max-width: 293px) 100vw, 293px\" \/><\/p>\n<p>On Tuesday 20 November 2018 the premiere of the <a href=\"https:\/\/www.eurogroupforanimals.org\/news\/dogs-life-homeless-dogs-romania\">documentary \u201cA dog\u2019s life \u2013 The homeless dogs of Romania\u201d<\/a> was held at the European Parliament in Brussels.<br \/>\nThe event was hosted by MEP Stefan Eck and co-organised by the Intergroup for the Welfare and Conservation of Animals and Eurogroup for Animals.<\/p>\n<p>The initiative was attended by some of the most active animal welfare associations in Romania, like FPCC and Millions of Friends, and many charities from the UK.<\/p>\n<p>On the other hand, the presence of MEPs was extremely scarce and no Romanian MEP accepted the invitation to participate.[\/et_pb_text][et_pb_text _builder_version=&#8221;4.16&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>At the end of the screening there was a debate where also the president of <em>Save the Dogs<\/em> made a statement, expression frustration for the unchanging situation:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/6hL5gOLfDDU\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>To be noticed was the presence of <strong>two officials of the High Representation of the Romanian Government at the European Parliament<\/strong>, who certainly reported the contents of the initiative to the relevant Ministries.<br \/>At the end of the debate they claimed that &#8220;the Government is respectful and interested in NGOs work&#8221;, while everybody knows that the cry of thousands of Romanians and European citizens against the public kennels remains unheard and no petition or public initiative seems to affect the rulers of Romania.<\/p>\n<p>And the cull goes on.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Save the Dogs does not have the resources to hire a full-time lobbyist working in Brussels and Strasbourg. L\u2019esistenza di questa legge \u00e8 possibile perch\u00e9 <strong>non \u00e8 mai stata approvata a livello europeo una Direttiva che impedisca agli stati membri della UE di gestire con queste modalit\u00e0 gli animali da compagnia \u201cin eccesso\u201d<\/strong>.<\/p><p>L\u2019utilizzo dell\u2019eutanasia (anche se in Romania si parla di vera e propria \u201cuccisione\u201d) come strumento per contenere la popolazione canina e felina \u00e8 purtroppo diffuso anche tra altri paesi europei, nonostante il fenomeno del randagismo sia estremamente diverso alle varie latitudini del continente e in alcuni casi non esista del tutto.<\/p><p><a href=\"http:\/\/savethedogs-eu.azurewebsites.net\/wp-content\/uploads\/2014\/09\/cartina-modificata.jpg\"><img class=\"  wp-image-8421 aligncenter\" src=\"http:\/\/savethedogs-eu.azurewebsites.net\/wp-content\/uploads\/2014\/09\/cartina-modificata.jpg\" alt=\"cartina modificata\" width=\"400\" height=\"288\" \/><\/a><br \/> La mappa aiuta a comprendere il quadro frastagliato della situazione e la <strong>necessit\u00e0 di una armonizzazione legislativa nella UE.<\/strong> Quest\u2019ultima stenta ad arrivare perch\u00e9 gli animali da compagnia sono stati sempre considerati <strong>un argomento attinente alla cultura e alle tradizioni di ciascun popolo<\/strong>, e non un tema di rilevanza economica e sanitaria. Per questo la risposta di Bruxelles alle milioni di firme e lettere inviate in questi anni con cui si chiedeva di fermare massacri come quello romeno \u00e8 sempre stata:\u201dNon si tratta di una questione di nostra competenza\u201d.<\/p><p>Non abbiamo timore a dire che ci sia stato un errore di valutazione enorme da parte dei tecnici di Bruxelles, vista l\u2019esplosione del fenomeno del commercio di cuccioli di razza (da Est a Ovest), che ha conseguenze oggettive sia di tipo economico che di tipo sanitario.
