\u201cIn the past two weeks alone, we have received 10 reports from local residents in Milan, who are growing increasingly sensitive to the living conditions of animals, about people harboring dogs in poor condition or suffering from malnutrition that are being used to solicit the pity of passers-by<\/em>\u201d, reported the President of Save the Dogs<\/em>, Sara Turetta.<\/p>\nFor over a year, Save the Dogs<\/em> has been committed to promoting their \u201cFriends on the Streets, Companions for Life<\/strong>\u201d project<\/strong> in Milan, created with the aim of providing veterinary care and assistance free of charge to homeless people living on the streets of the city with their pets.<\/p>\n \u201cResidents who are sensitive to these issues understand and appreciate the work that our staff and volunteer veterinarians have been carrying out on the streets of the city. In less than one year, more than seventy dogs belonging to homeless people have been assisted by our project, which is directed solely at benefitting vulnerable members of the population for whom their four-legged companions represent stability in their daily lives, and who are therefore concerned about maintaining their good health. We cannot, however, turn a blind eye to the reverse side of the coin, which involves the phenomenon of begging and exploiting animals purely with a view to obtaining money from people who are passing by<\/strong>, an activity which predominantly takes place in the city center and near the <\/strong><\/em>entrance to subway stations and metro lines or down on the various platforms<\/em><\/strong>. We understand the enormous amount of work that law enforcement agencies operating in the area have to do, but we are duty bound to sound the alarm and proclaim the need for such crimes against animals be investigated and prosecuted by means of more stringent controls<\/strong>, especially when complaints have been reported<\/em>\u201d, continued Sara Turetta.<\/p>\n We are hearing of more and more cases where the owners of these animals offer to sell their dogs to those bemoaning the condition of the animals<\/strong>, or solicit large sums of money for their treatment, clear signals that expose the true motives of these individuals. All of this adds to the general frustration, as those trying to help the animals feel powerless to do anything to save their suffering, as law enforcement rarely intervenes even when solicited.<\/p>\n As Ermanno Giudici, Coordinator of the \u201cFriends on the Streets, Companions for Life\u201d project explains, \u201cGiving money to these people or buying a dog from them to rescue it from a situation of maltreatment is unfortunately not the solution to the problem<\/em><\/strong>; on the contrary, it runs the risk of fueling a system of criminal exploitation<\/strong>. One dog will promptly be replaced by another one<\/em>. The unregulated selling of animals, on the street, in certain stores as well as on the internet, only serves to aliment illegal trafficking that unfortunately only goes from bad to worse during the holiday season<\/em>\u201d. <\/em>He concludes, \u201cWe encourage the public to go to animal shelters and adopt dogs from associations, rather than responding to impulsive actions that only enrich unscrupulous people. Non possiamo per\u00f2 ignorare l\u2019altro lato della medaglia, cio\u00e8 l\u2019accattonaggio e lo sfruttamento degli animali solo per ottenere l\u2019elemosina dei passanti<\/strong>, attivit\u00e0 che avvengono soprattutto in centro e nei pressi della stazione metropolitana, nei mezzanini e sulle carrozze delle varie linee<\/strong>. Comprendiamo l\u2019enorme mole di lavoro a cui sono sottoposte le forze dell\u2019ordine che operano sul territorio ma abbiamo il dovere di lanciare l\u2019allarme e chiedere a gran voce che i reati a danno degli animali vengano verificati e perseguiti attraverso controlli pi\u00f9 stringenti<\/strong>, soprattutto quando ci sono delle segnalazioni<\/em>\u201d, continua Sara Turetta.<\/p> Accade sempre pi\u00f9 spesso che alle rimostranze dei cittadini sulle condizioni di alcuni animali i detentori propongano l\u2019acquisto del cane<\/strong> o richiedano ingenti somme di denaro per le cure, segnali questi che fanno emergere il reale obiettivo di queste persone. Tutto ci\u00f2 aumenta la frustrazione dei cittadini, che si sentono impotenti davanti alla sofferenza dell\u2019animale, perch\u00e9 le forze dell\u2019ordine raramente intervengono quando sollecitate.<\/p> \u201cDare soldi o acquistare il cane per sottrarlo alla situazione di maltrattamento purtroppo non \u00e8 la soluzione del problema<\/em><\/strong>, anzi, si va ad alimentare un fenomeno di sfruttamento che \u00e8 di tipo criminale<\/strong>. Quel cane inoltre sar\u00e0 prontamente sostituito da un altro \u2013 <\/em>spiega Ermanno Giudici, Coordinatore del progetto \u201cAmici di strada, compagni di vita\u201d.\u00a0 La vendita di animali senza regole, in strada, nei negozi come su internet, va solo ad alimentare un traffico illegale che purtroppo si intensifica sotto le festivit\u00e0 natalizie. Noi invitiamo i cittadini ad andare nei rifugi e ad adottare tramite le associazioni, non ad azioni impulsive che arricchiscono persone senza scrupoli.
