We are asking the authorities of the city of Constanța to:

• temporarily suspend routine dog capture operations until the number of dogs in the shelter is reduced below its legal capacity;
• carry out an independent and transparent inspection of the shelter’s operations;
• ensure an individual medical assessment of every animal;
• immediately remove all dogs housed in unsuitable kennels;
• conduct an independent audit of the 156 deaths reported in 2025 and make the findings public;
• replace the current management and dismiss Ms. Raluca Georgescu in order to restore public confidence and ensure responsible management;
• guarantee genuine and regular access to the shelter for animal protection organizations and volunteers;
• develop an active adoption policy to increase the number of animals leaving the shelter for permanent homes;
• publish monthly data on the shelter’s activities, including the number of animals captured, adopted, transferred, and deceased;
• implement a permanent prevention program based on sterilization, microchipping, public education, and measures to prevent animal abandonment.

What is happening at the Constanța public shelter cannot continue. Hundreds of dogs live every day in unacceptable conditions, in a facility where the mortality rate exceeds 50%.

We are asking the local authorities to put an end to this system and start a concrete change: the construction of a modern adoption centre inspired by the Footprints of Joy model.

WE BROUGHT 13 DOGS TO FOOTPRINTS OF JOY!

After seeing with our own eyes the conditions in which animals live in the Constanța public shelter, our team stepped in and rescued 13 dogs among those suffering the most, but with good chances of recovery and adoption.

These animals are now at the Footprints of Joy clinic under close veterinary supervision.

While we continue to put pressure on the authorities to demand concrete change, we must take care of the dogs we have already rescued and prepare to welcome more in the coming months.
